Inter-School football tournament concludes

Kamalanagar, August 30, 2023: Dg. Molin Kumar Chakma, Adviser to the Chief Executive Member (CEM), CADC, graced the closing ceremony and prize distribution event of the Inter-School Football tournament. The week-long tournament organized by the Mizoram Chakma Students’ Union (Central), commenced on 23rd August, 2023. A total number of 46 teams from 19 schools participated in the event. Dg. Buddhangkur Chakma, Sr. FAO, and Dg. Kulendra Bikash Chakma, Information & Public Relations Officer, were also present alongside other distinguished officials of CADC and heads of participating institutions.

In his address as the Chief Guest, Dg. Molin Kumar Chakma extended his gratitude to the Mizoram Chakma Students’ Union (Central) for taking the initiative to organize this remarkable tournament. He emphasized the significance of embracing sports alongside formal education for the holistic development of students. He also stressed that for achieving success, students must possess three essential qualities: courage, interest, and passion. Dg. Chakma further advised the young participants to engage in regular self-introspection of their actions. He encouraged them to discard negative influences and adopt positive habits.

Dg. Buddhangkur Chakma, the Guest of Honour, took the stage to deliver an inspiring speech. He offered valuable advice to the students, urging them to delve within themselves, comprehend their capabilities, and set clear life goals. Drawing a metaphor, he likened an individual without a goal to a boat without a radar in a big ocean. Dg. Chakma cited the illustrious example of late Dr. APJ Abdul Kalam, renowned as the “Missile man of India,” who through his focused efforts, enabled the nation’s remarkable strides in science and technology. He emphasized that with a well-defined objective, every achievement becomes attainable.

The inter-school football tournament witnessed intense competition across three categories – Higher Secondary School, High School and Middle School. The results of the tournament are as follows:

CEM Rasik Mohan Chakma visits education and community development project site

Kamalanagar, 29 August 2023: Dg. Rasik Mohan Chakma, Chief Executive Member of the Chakma Autonomous District Council (CADC), visited a designated site at Kamalanagar-V earlier today. The purpose of the visit was to inspect the land chosen for the construction of a Middle School, an Anganwadi Centre, and a Village Council House. The sprawling 6,478.39 square metres tract of land, was generously contributed by Dg. Birendra Bijoy Chakma of Kamalanagar-I.

During his visit, Chief Executive Member Dg. Rasik Mohan Chakma also revealed plans for the development of a playground within the premises. He also mentioned that additional government facilities would be established on the land as and when the need arises in the future. Currently, preparation is underway for land development, with an access road being constructed to link the site to the existing Arotinagar to Kamalanagar-V road.

The CEM was accompanied by Dg. Kamal Chakma, Assistant Engineer, and Dg. Bagirath Chakma, Junior Engineer, both from the Public Works Department, CADC.

Dg. Rasik Mohan Chakma expressed profound gratitude and collective appreciation of the Chakma Autonomous District Council to the donor Dg. Birendra Bijoy Chakma, and his family for their magnanimous contribution to the noble cause of education and community development. He expressed his optimism that the upcoming educational and community infrastructures to be built on this land, will immensely benefit the local populace.

𝐊𝐚𝐦𝐚𝐥𝐚𝐧𝐚𝐠𝐚𝐫, 𝟐𝟑 𝐀𝐮𝐠𝐮𝐬𝐭 𝟐𝟎𝟐𝟑: Dg. Rasik Mohan Chakma, the Chief Executive Member of CADC today graced the inaugural programme of the Inter-School Football Tournament organized by the Central Mizoram Chakma Students’ Union, as the Chief Guest at Kamalanagar Playground. The inaugural ceremony was also graced by the presence of dignitaries including Dgb. Sona Chakma, MDC, CADC, Sr. FAO Dg. Buddhangkur Chakma, heads of institutions and several others.

Addressing the programme, the Chief Guest extended his warm wishes to the participating students, referring to them as “Rising Stars”. He emphasized that the tournament was not merely an occasion for competitive matches and prize distribution, but rather a platform for identifying and nurturing budding talents. Drawing inspiration from Mizoram’s successful “Catch Them Young” program, he highlighted how young athletes could pursue a fulfilling career in sports through proper coaching and guidance. He expressed his hope that the Inter-School Football Tournament could also serve this purpose by fostering talent at the grassroots level, thereby producing district, state, and national-level players.

Touching on the significance of timely action and effective resource utilization, he emphasized the importance of making the right decisions at the right time. He exemplified this point with an anecdote about the congested road, crowded with vendors and market-goers that was nearly impassable for vehicles due to the absence of adequate marketplace shelter which he encountered on his way to the playground. Reflecting on past missed opportunities, he lamented the ineffective utilization of sanctioned amount of Rs.54 lakh for the extension of the bazar shed building during the year 2015-2016, leading to the existing chaotic scenario. He stressed on the value of proper implementation in realizing positive outcomes, citing the successful organization of the football tournament was made possible due to the meaningful utilization of the funds allocated for the construction of the Astro-turf facility at Kamalanagar.

Addressing the young students, the Chief Guest conveyed his vision of witnessing not only talented football players but also accomplished orators, musicians, dancers, actors, and more emerging from their ranks to illuminate the society. He encouraged them to stay determined and focused in their pursuit of education and sports. He envisioned each participant as a potential “Rising Star” who would contribute positively to the society.

CADC Monsoon Session prorogued

Kamalanagar, August 18, 2023: The Monsoon Session of the 11th Chakma Autonomous District Council (CADC) which started on 16th August, 2023, reached its conclusion today, August 18, 2023, after three sittings. A total of 21 members, including the 4 nominated members, participated in the final sitting.

During the concluding session today, a total of 5 questions have been transacted, of which Dg. Doymoy Daveng Chakma, Member of District Council (MDC), CADC, raised 2 unstarred questions and 1 starred question, while Dg. Nirupam Chakma, MDC, CADC, presented two unstarred questions.

Dg. Rasik Mohan Chakma, Chief Executive Member and house leader introduced 3 bills before the house for consideration, which were thoroughly discussed and deliberated upon by the members. Out of the three bills, the following two bills were passed unanimously:

  1. The Chakma Autonomous District Council (Constitution of Planning and Development Board) Rules, 2023
  2. The Chakma Autonomous District Council (Constitution of Law Board) Rules, 2023.

However, in the case of The Chakma Autonomous District Council (Town Committees) Act, 2023, diverse opinions emerged within the house. Consequently, the bill mover Dg. Rasik Mohan Chakma proposed that it be referred to a select committee for further examination which found unanimous agreement of the house.

With the successful completion of all scheduled business transactions, the Monsoon Session was prorogued.

Four Nominated MDCs of CADC Sworn-in

Kamalanagar, August 18, 2023: Four nominated members of the 11th Chakma Autonomous District Council namely Dg. Hemanta Larma of Borapansury-I, Dg. RD Sangzela of Damdep-II, Dgb. Chandrasusi Chakma of Udalthana-I and Dgb. Sona Chakma of Kamalanagar-III have been formally sworn in today, August 18, 2023. The oath-taking ceremony took place in the session hall of CADC, with the newly appointed members taking their solemn oath of affirmation before Dg. Inglon Chakma, Court President and Recorder.

With the addition of these four nominated members, the 11th Chakma Autonomous District Council now stands complete. Hon’ble Chairman of CADC, Dg. Kali Kumar Tongchangya, expressed his contentment at the completion of the council members and noted the positive stride taken towards women’s empowerment through the nomination of two women members.

House leader and Chief Executive Member, CADC, Dg. Rasik Mohan Chakma, extended his heartfelt congratulations to the newly appointed members. He expressed confidence in their ability to contribute valuable insights and perspectives on matters of justice, good governance, and overall development, both within the house and beyond.

Dg. Nirupam Chakma, MDC, and Dg. Doymoy Daveng Chakma, MDC, also took the floor during a motion of thanks, congratulating the nominated members on their new roles and expressing optimism about their active involvement in shaping the progress of CADC in various spheres.

Speaking on behalf of the nominated members, Dg. Hemanta Larma conveyed their gratitude to House leader and CEM, Dg. Rasik Mohan Chakma, for their appointment. He took a moment to honor the legacy of Dr. B. R. Ambedkar for the visionary provisions in the constitution that enable the participation of nominated members in the council. He expressed their commitment to contributing their utmost to the betterment of CADC.

Second sitting of CADC Monsoon Session held

Kamalanagar, August 17, 2023: The second sitting of the Monsoon Session of the 11th Chakma Autonomous District Council (CADC) was held on Thursday, the 17th of August, 2023, at the CADC Session Hall. The session was attended by 13 members.

During the Question Hour, a total of 9 out of 14 questions listed for transaction for the day were addressed. Dg. Nirupam Chakma, MDC, CADC, raised 5 unstarred questions. Dg. Doymoy Daveng Chakma, MDC, CADC, presented 3 unstarred questions and 1 starred question.

Three private member resolutions were brought before the house for consideration and voting. Dg. Doymoy Daveng Chakma, MDC, CADC, introduced a Private Member Resolution seeking the formation of committee for studying the long pending bills of CADC and to pursue them with the Government of Mizoram for early approval. The resolution garnered unanimous support and was hence passed.

Another private member resolutions brought in by Dg. Doymoy Daveng Chakma, MDC, CADC, pertaining to the formulation of proper guidelines for beneficiary selection under the Animal Husbandry and Veterinary Department and allied sectors received the support of 2 members, while 11 members opposed, resulting in its inability to carry.

Similarly, a private member resolution proposed by Dg. Nirupam Chakma, MDC, CADC, seeking the establishment of an autonomous body in the name of “CADC Recruitment Board” for the recruitment of staffs under the Chakma Autonomous District Council, encountered diverse perspectives. With 2 members supporting, 10 opposing, and 1 abstaining, the resolution did not secure the required majority to carry.

The session was adjourned for the day. The next sitting is scheduled for tomorrow, August 18, 2023.

First sitting of CADC Monsoon Session passes 3 Bills

Kamalanagar, August 16, 2023: The first sitting of the 11th Chakma Autonomous District Council’s Monsoon Session took place today, marked by the active participation of 18 council members. During the question hour of today’s session, a total of seven unstarred questions and two starred questions were addressed. Dg. Nirupam Chakma, MDC, CADC, raised five unstarred questions, while Dg. Doymoy Daveng Chakma, MDC, CADC, posed two unstarred and two starred questions.

Three important Amendment Bills were introduced by the Chief Executive Member and leader of the house. The Bills presented were: (1). The Chakma Autonomous District Council (Salaries and Allowances of Chief Executive Member and Executive Members) (Second Amendment) Bill, 2023. (2.) The Chakma Autonomous District Council (Salaries and Allowances of Chairman and Deputy Chairman) (Second Amendment Bill), 2023 and (3.) The Chakma Autonomous District Council (Salaries, Allowances and Pension of Members) (Third Amendment Bill), 2023.

The Chief Executive Member explained the rationale behind these proposed amendments, highlighting their necessity and benefits and sought the valuable opinions of the members and their support for the proposed Bills. All the three amendment bills were passed unanimously through a voice vote.

With the successful transaction of the day’s list of business, the session was adjourned. The upcoming sitting is scheduled for August 17, 2023.

77th Independence Day celebrated at Kamalanagar

Kamalanagar, August 15, 2023: The 77th Independence Day of India was celebrated with great fervor and patriotism at Kamalanagar today. Dg. Rasik Mohan Chakma, the Hon’ble Chief Executive Member of the Chakma Autonomous District Council, graced the ceremonial event held at the Kamalanagar playground as the Chief Guest and did the honour of unfurling the national flag to the chorus of the national anthem sung by students of the Duloram Public Higher Secondary School, Kamalanagar. The celebration which drew a massive crowd of spectators was attended by Pu Lalneihthanga Colney, Sub-Divisional Officer (Civil), Members of District Councils, officials from both State and CADC government bodies, heads of institutions in Kamalanagar, and a host of other dignitaries.

This year’s celebration showcased the participation of 10 parade contingents in a spirited march past. The Chief Guest, Dg. Rasik Mohan Chakma conducted the ceremonial inspection of the parade contingents. Baptist Boarding School has been adjudged the best performing contingent. The P.C. Higher Secondary School, Chawngte-P, secured the second position, while the girls’ unit NCC cadets from Government Kamalanagar College secured the third place. The event was further enriched by captivating performances, including songs and cultural dances by the Chakma Mahila Samiti, Chawngte-P Branch YMA, Chawngte-L Branch YMA, and the Art and Culture Department of CADC. Final matches of the Independence Day Football tournament were played. In the women’s football match between Chawngte-P women’s football team and Govt. Kamalanagar College, the Chawngte P women team emerged victorious, while in the men’s football final match, Megchaga FC claimed victory over Bajeisora FC.

During his address, Chief Guest Dg. Rasik Mohan Chakma underscored the works and achievements of various departments of CADC during 2022-2023, including key initiatives that are set to transform the region’s infrastructure and quality of life of the people.

Highlighting the ongoing efforts in education, he shared that the construction of 10 school buildings across different locations in the CADC with funding support from the North Eastern Council (NEC), have reached 79.74% completion. He expressed hope that the completion of these school buildings will uplift the educational landscape of the region.

On the pressing issue of water supply, the Hon’ble Chief Executive Member noted significant developments in this domain stating that Chawngte Rural Water Supply Scheme under NABARD RIDFT and Jal Jeevan Mission are making substantial progress and are expected to be operational by December 2023. Once completed, these projects will ensure regular water supply, replacing the current irregular intervals of 2-3 months.

A significant announcement was made during his speech – plans to establish a Chakma students’ hostel in Kolkata. Dg. Rasik Mohan Chakma highlighted the groundwork that has already been laid out during his recent visit to Kolkata and construction will be started on a 10 katha (about 2675 sq. metre) of land as soon as paper works and documentation is finalized. He expressed the hope that this initiative would provide a much-needed solution for students and patients traveling to the city for education and medical treatment. The Hon’ble CEM also the honoured the winners of the various categories of the Independence Day tournament organized by the Chawngte Badminton Club by distributing prizes.

Amidst the patriotic fervor of the Independence Day, the Chief Executive Member, accompanied by his colleagues and the SDO (Civil), Chawngte, Pu Lalneihthanga Colney, undertook a meaningful visit to the Community Health Centre, Chawngte, where he provided financial assistance of Rs.1000 each to every patient undergoing treatment at the CHC.

Earlier in the day, Dg. Kala Soga Chakma, Executive Member of the Chakma Autonomous District Council, hoisted the national flag in the premises of the CADC Secretariat. Amongst a gathering of District Council Members, both past and present, CADC officials, and dignitaries, he reflected on the significance of India’s Independence Day and the sacrifices made by leaders such as Mahatma Gandhi, Subhash Chandra Bose, and Rani Laxmi Bhai in securing freedom from British rule. He called upon all individuals to strive for progress and development that aligns with advanced communities.

CADC leadership calls on Hon’ble Governor of Mizoram

Kamalanagar, 11 August 2023: The Hon’ble Chief Executive Member of the Chakma Autonomous District Council (CADC), Dg. Rasik Mohan Chakma, today led a high-level delegation in a productive meeting with the Hon’ble Governor of Mizoram, His Excellency Dr. Hari Babu Kambhampati. The meeting, held at the Governor’s Bungalow in Aizawl, discussed crucial subjects concerning the Chakma Autonomous District Council.

The meeting, which included cabinet colleagues, Members of District Council (MDCs), and prominent party leaders discussed various issues concerning the progress and development of CADC. Key subjects that were discussed in the meeting included the Gazette Notification of CADC Rules, disparity in distribution of Budget allocations among Autonomous District Councils in Mizoram, MUDRA Loans, Centrally Sponsored Schemes and Fishery Schemes.

Dr. Hari Babu Kambhampati, the Hon’ble Governor, while sharing valuable inputs with the delegation also expressed his commitment to actively intervene and play a constructive role for a positive transformation of Chakma Autonomous District Council.
