CADC to remain closed on 16 & 17 January 2023

It is hereby notified that all the offices under Chakma Autonomous District Council shall remain closed on 16th & 17th January, 2023 as a mark of respect and mourning at the demise of the Members of Chakma Autonomous District Council Shri Mohesh Baran Chakma & Shri Charan Sing Chakma in a tragic accident on 16/01/2023

Wrap-up meeting of the CADC Golden Jubilee Celebration Committee held

Kamalanagar, 29 December, 2022: Dg. Dg. Kali Kumar Tongchangya, Chairman, CADC Golden Jubilee Celebration Committee presided over the meeting. He welcomed all the members who attended the meeting. He also expressed his immense satisfaction on successful conclusion of the Golden Jubilee closing program. Expressing his sincere gratitude, he thanked all individuals who put their relentless efforts in making the program a grand success. Further, he particularly thanked all the employees, councilors, former councilors and pensioners of CADC for their generosity in contributing one-day pay towards the Golden Jubilee Fund. Without which, celebration of the closing program of CADC Golden Jubilee would not have been possible, he said. He declared in the meeting that the program was successfully concluded in a grand manner. He also made a mention of the Chakma Raja’s wish to sit for a serious discussion on creation of a virtual country for the Chakmas of the world. Putting this topic for discussion in the meeting, he requested all to express their valuable opinion on it.

Dg. Digambar Chakma, Secretary, DCS & Golden Jubilee Celebration Committee spoke exclusively on the positive impacts of the Golden Jubilee celebration. Speaking on the gain of celebrating Golden Jubilee, he said that the end of the Jubilee was the beginning of the CADC museum. Because, all the traditional wares collected for exhibition would be preserved and stowed for future reference in the CADC museum. It brought us many assets as well, he said. He specifically mentioned the following. 1. One set of 10kv generator 2. 1000 nos. of Chairs 4. 20 pieces of silpaulin 5. A set of satranjee 6. Golden Jubilee Souvenir 7. Statue of Dr. BR Ambedkar erected at New Secretariat complex 8. Golden Jubilee Memorial Stone erected at CADC Secretariat complex 9. Welcome gates at Boranasury,Kamalanagar and Longpuighat 10. A documentary on Chakma life style 11. 2 sets of sofa 12. Collection of Chakma traditional wares & handicrafts to be preserved in the CADC museum 13. 16 thousand pieces of CADC flags distributed in order to familiarize it with the people of CADC. The people of CADC were tremendously benefited with the celebration of the Golden Jubilee, he said.

Dg. B. Tarun Bikash Chakma, Assistant Secretary, Golden Jubilee Celebration Committee also expressed his deep gratitude to all who coordinated and cooperated in successful conclusion of the program, while speaking in the meeting. He presented the overall expenditure statement of the Golden Jubilee celebration. As per his statement, a total of Rs. 75,22,667/- was sanctioned against payment for expenditure of the Golden Jubilee closing program, out of which Rs.73,84,961/- was spent so far for payment of outstanding bill committed during inaugural program as well as for other expenditures. He further stated that the Committee was short of Rs.5,66,856/-(committed expenditure) which was yet to be paid.

Dgb. Jyotsna Chakma, DCSWO, CADC & Member, Golden Jubilee Celebration Committee also conveyed her sincere gratitude to all those who were involved in making the event successful. She also conveyed special thanks from her side to the Social Welfare Department, CADC who helped her team in making the ‘Exhibition of Chakma Traditional Wares’ a centre of attraction of the Golden Jubilee, and also for the grand feast arranged in honour of Raja Devasish Roy, the Chief Guest of the Day-2 program of the Golden Jubilee closing function. She also thanked the Golden Jubilee Celebration Committee for bestowing its trust upon her and team for the task.

Dg. Jagadish Chakma, DCHO, CADC while speaking, raised the idea of donating used materials (such as bamboos, sun grass, etc.) to religious institutions.

Dg. Chitta Ranjan Chakma, Member, Golden Jubilee Celebration Committee also appreciated the Committee for successful accomplishment of the program. He also appreciated the initiative of publishing bilingual version of Press Release by the I&PR Department, CADC particularly Dg. Suman Chakma, AI&PRO who has incubated the notion. However, he cautioned all concerned to be vigilant about maintaining the originality of the Chakma scripts.

Dg. Sadanand Chakma, DTO, CADC, while appreciating the accomplishment, stated that performances displayed by students were outstanding which proved the completion of 50 years of CADC’s existence in the real sense. However, he wished that participants from other tribes of CADC should have been part of the program as had been there in the inaugural program. This would have reflected the unity in diversity of CADC.

In response, the Secretary, Golden Jubilee Celebration Committee clarified that the teams of Bawm and Bru were invited to participate in the program; however, they were unable to participate on account of the impending Christmas.

At last, Dg. Chairman requested the Information & Public Relation Department to upload the detailed activity report of the Chakma Language & Scripts Development Committee of CADC to the CADC official Website.

Eventually, the meeting came to an end at 4:15 P.M. with thanks from the Chair.

Meeting regarding Golden Jubilee Closing Ceremony held

Kamalanagar, Dec 7, 2022: A meeting pertaining to the celebration of closing ceremony of the CADC Golden Jubilee was held today at the Conference Hall of CADC Rest House, Kamalanagar. The meeting organized by the Golden Jubilee Celebration Committee was attended by Dg. Kali Kumar Tongchangya, Chairman, CADC who is also the Chairman of the CADC Golden Jubilee Celebration Committee, all Head of the Departments, representatives of the Sub-Committees of the Golden Jubilee Celebration Committee among others.

Speaking at the meeting, the Chairman recalled Dg Sishir Kumar Chakma, A&CO, CADC who recently passed away and his contribution towards making the inaugural programme a successful one. He also expressed his thankfulness to all the employees of CADC from 4th grade to the Head of the Department who have contributed one day pay amounting to Rs. 33,85,165 for the impending celebration slated from 20th December, 2022 to 21st December, 2022 at Helipad Ground, Bajeisora. He implored all to bring a sense of mass participation as the programme is a lifetime moment for one and all.

As sought in the meeting, the representatives of various Sub-Committees of the CADC Golden Jubilee Celebration Committee namely – Souvenir Publication Committee, Felicitation Committee, Games & Sports Committee (Traditional), Exhibition Committee (Traditional Wares), Photo Album Committee have shared their respective reports and the items in line for the celebration.

The Flag of CADC shall be distributed to each and every household of all the 88 villages under CADC to mark the occasion. Sign Board bearing small account of the village shall be put up at entry and exit point of every village.

Earlier, it was decided that the Golden Jubilee celebration will be held through the year with the opening and closing ceremony to be organised at Kamalanagar. In between celebration programmes will also be organised at the sub-headquarters. However, on 10th November, 2022, owing to the resignation of the CEM, CADC and the consequent dissolution of the Executive Committee of CADC, the planned celebration of the Golden Jubilee in the sub-headquarters of CADC was postponed.

The meeting was concluded with vote of thanks from the Chair.

Dg. Buddha Lila Chakma resigns from the post of CEM, CADC

Kamalanagar, 10 November 2022: Dg. Buddha Lila Chakma today tendered resignation from the post of Chief Executive Member, Chakma Autonomous District Council. The resignation letter was addressed to the Governor, Mizoram through the Chairman, CADC.

The development came on 1st November 2022 when the Governor of Mizoram ordered for a Vote of Confidence (Floor Test) following the withdrawal of support by five (5) MDCs on 7th October 2022.

Dg. Buddha Lila Chakma was sworn in to the office of CEM, CADC on 9th June, 2022 taking over from Dg. Rasik Mohan Chakma, the then CEM, CADC being removed from the office of CEM in a no-confidence motion moved during the first sitting of the CADC Budget Session held on 9th May, 2022. He has held the office for about 5 months.

With his resignation the current Executive Committee, CADC stand dissolved and a new Executive Committee needs to be constituted.

CADC Winter Session to begin from 10th November

Kamalanagar, 10 October, 2022: The Winter Session of the 10th Chakma Autonomous District Council is set to begins from 10th November (Thursday) 2022. In this regard, the Chairman of Chakma Autonomous District Council notified and summons the Members of the 10th Chakma Autonomous District Council to sit for Winter Session 2022-2023 from 10th November, 2023 at 10:30 A.M in the Session Hall of Chakma Autonomous District Council, Kamalanagar.

Informing that both Official and Non-official business meant for the Winter Session 2022-2023 may be submitted to the Chairman office during office hours on or before 26th October, 2022 (Wednesday).

Dg. Hiranand Tongchangya, MDC elected as new Deputy Chairman

Kamalanagar, 29 July, 2022: Dg. Hiranand Tongchangya, MDC of Chakma Autonomous District Council elected from 16-New Jaganasury MDC constituency has become the new Deputy Chairman of CADC after being elected uncontested in an election held today in the Session Hall of CADC.

The vacancy of the office of Deputy Chairman was resulted due to resignation tendered by Dg. Lakhi Dhan Chakma, the outgoing Deputy Chairman. He tendered his resignation on 7th July, 2022.

For Dg. Hiranand Tongchangya it is his third term as MDC. He also held the office of Executive Member, CADC earlier.

Dg. Kali Kumar Tongchangya elected as new Chairman, CADC

Kamalanagar, 17 June, 2022: Dg. Kali Kumar Tongchangya, MDC who was the lone contestant for the post of Chairman, CADC notified yesterday for filing of nomination was declared elected uncontested in a Session of the councilors held today in the CADC Session Hall.

The election of the Chairman was necessitated with the office falling vacant due to resignation tendered by Dg. Buddha Lila Chakma, the outgoing Chairman who was later appointed as Chief Executive Member.

Dg. Kali Kumar Tongchangya was elected from 18-Fultuli MDC Constituency who has contested with INC ticket but later in the mid of the term joined the MNF party. This will be his second stint as Chairman of CADC. He also held the office of Chief Executive Members twice. The current term is his fifth term as MDC in which he had been declared elected uncontested.

CADC Golden Jubilee emblem unveiled

Kamalanagar, 18 April, 2022: An emblem to commemorate the occasion of Golden Jubilee of Chakma Autonomous District Council was unveiled today in a programme organized by Golden Jubilee Celebration Committee in the CADC Conference Hall, Kamalanagar. CADC will complete 50 glorious years on 29th of this month.

Dg. Rasik Mohan Chakma, Hon’ble CEM, CADC and Chief Guest of the programme, Dg. Buddhalila Chakma, Hon’ble Chairman, CADC and Guest of Honour of the programme, Executive Members, CADC, MDCs, Head of Departments of CADC have attended the programme.

The emblem was designed with the figure 50 written in Chakma script with a torch bearing man running, clad in dhoti, enclosed by the digit five while the zero housed the CADC emblem. The number 50 has been traced with the tri-colours of the CADC flag. The running man symbolizes progress and the torch held by the man symbolizes wisdom.

The CEM announced in the programme that the emblem will be used in all official correspondences throughout the Golden Jubilee year to mark the momentous occasion.

The CEM in his speech asserted that the autonomy being enjoyed due to the existence of Chakma Autonomous District Council is not something endowed upon the Chakmas out of favour while adding that it is just restoration of our right which have been taken away by the British.

He said, “The CADC is a recognition by the Constitution of India that we were once a proud self-governing race with unique system of administration headed by a king who administered through his council of Ministers and bureaucrats – Dewan, Talukdar and so on.”

He also appreciated and expressed gratitude to the pioneers of CADC who had the political awareness and farsightedness as far back as 1950 to persist with their demand for right to self-determination and added, “Chakmas are fortunate to have had such leaders”.

“This moment is not only of joy and celebration but also an opportunity to ponder and asses if we had made the progress, we should have in 50 years”, he added.

CADC winter session held

Kamalanagar, 14 February, 2022: The Chakma Autonomous District Council winter session which started today concluded over a single sitting.

The sitting answered two starred and two unstarred questions all of which were put to the House Leader and Chief Executive Member, CADC Dg. Rasik Mohan Chakma.

In reply to a question put by Dg. Shanti Jiban Chakma, MDC regarding revision of pay of Members of District Council as per the new CADC Member’s Salary Bill, the CEM, CADC informed that the matter will be taken up immediately after the ongoing Mizoram Assembly Session, as has been assured by the Deputy Chief Minister, Mizoram over telephone.

“Additional grant of Rs.1303.52 Lakhs has been allocated in the current financial year which is yet to be sanctioned”, the CEM stated in reply to another question by a Member.

The CEM further stated that Rs.5 lakhs has been spent for procuring school text books for distribution free of cost but did not distribute them as school had to be closed due to Covid-19.

In response to another question, it was affirmed that CADC would be celebrating completion of 50 years of formation of CADC while giving some details of preparation undertaken like installation of statue of Dr. B.R. Ambedkar, publication of a souvenir, display of hoardings, etc.

Dg. Buddhalila Chakma, MDC elected as new Chairman, CADC

Kamalanagar, 29 December, 2021: Dg. Buddha Lila Chakma, Member of District Council, Chakma Autonomous District Council was today elected as the new Chairman of CADC in a session summoned for the purpose. He was the only Member who has filed nomination for the election notified on 23rd Dec. 2021 and was declared elected uncontested by the Deputy Chairman, Dg. Lakhi Dhan Chakma who presided today’s Session.

The election for the new Chairman has been necessitated following tender of resignation by Dg. Mohan Chakma, MDC from the post on 22nd Nov., 2021.

For Dg. Buddhalila Chakma it is his second stint as Chairman, CADC during this current term of the District Council. Earlier, he has held the post from May, 2018 to January, 2019.
