Chakma Council Sits Over the Winter Session; Full Budget Placed

Kamalanagar, 12 November: The 9th Chakma Autonomous District Council sat over the Winter Session of this fiscal year today. The session will continue for three days.

Today, in its first sitting the regular full budget was placed by the House leader Dangu Kali Kumar Tongchangya, CEM, CADC. So far, this financial year the Council has been running on vote on Accounts Budgets. Chakma Council Passed Budget on Vote on Account

Kamalanagar, 17 July, 2015: The Monsoon session of Chakma Autonomous District Council which started on 15th concluded today. The sitting discussed and voted the Vote on Account on estimate of expenditure for the period upto October, 2015.

The Vote on Account presented on the first sitting on 15th made an estimate for an expenditure of Rs.981.71 Lakh and Rs.1751.83 Lakh under plan and non-plan sector respectively. A lion share of the estimate of Rs.2658.87 Lakh is for payment of salary to staff. Only a meager Rs.74.67 Lakh is left for disposal to take up administrative and developmental activities.

Mizoram Rural Bank Opens a Branch at Kamalanagar

Kamalanagar, December 15, 2014: The long wait for a Branch of Mizoram Rural Bank at Kamalanagar is finally over. Today, a branch has been opened inaugurated by Dangu Buddha Lila Chakma, CEM, CADC. It has been the effort of successive authorities of CADC to establish a branch of MRB at Kamalanagar.

CADC’s Second ‘Vote On Account’ Passed

CADC Budget Session Conludes

Kamalanagar, 28 March:The CADC Budget Session which had its first sitting on 24th March concluded today with its second sitting. The Budget mover Hon’ble CEM, CADC Dangu Buddha Lila Chakma besides the Demand for Grants (Budget Estimates), 2014-15, placed the Supplementary Demand for the year 2013-14 and sought a Vote on Account on the Budget Estimates, 2014-15 to meet the essential expenditure for the first quarter period of the fiscal year. The regular Budget, he said, shall be passed at a later date when the Planning Commission finalizes the State Annual Plan of Mizoram for 2014-15.

CADC Budget 2013-14 Passed

Kamalanagar, May 10:The CADC Budget for the current financial year was voted and passed today in the 3rd sitting of the 3 day budget session. A Budgetary allocation of Rs.3195.00 lakh under Non-plan sector and Rs.1537.00 lakh under Plan sector as normal Grant-in-aid was made for the Council by the State Government on which the Budget was prepared.

The official bill moved by the Hon’ble CEM, CADC Dr. Buddha Dhan Chakma yesterday in the second sitting, which sought to expand the Executive Committee from 6 members to 8 members, was also voted and passed.

CADC Budget Session 2013-14, Second Sitting

Kamalanagar, May 9:The second sitting of the CADC Budget Session discussed the Budget today which was placed before the House on 6th. The budget with its maximum share going towards administrative cost, the discussion concluded early.

After the discussion got over, the Hon’ble CEM, CADC Dr. Buddha Dhan Chakma presented an official Bill. The bill sought to expand the Executive Committee to 8 (eight) members from the existing strength of 6 (six). The Hon’ble CEM, CADC stated, in justification for bringing in the Bill, that the need to expand the Executive Committee has become imperative with the increase of departments and increase in number of member to the District Council. There has been an increase in the number of departments under CADC with the entrustment of the Minor Irrigation department and Urban Development & Poverty Alleviation department. With the delimitation of the MDC constituencies the number of member of District Council has increased from 17 to 20.

The Session was adjourned till tomorrow when voting on the budget and on the official bill shall take place.

CADC Budget Session 2013-14 Starts

Kamalanagar, May 6:The first Budget Session of the 9th CADC started today. The 9th General Election to the Council which concluded recently caused a delayed budget.

The new Hon’ble Chief Executive Member, Dr. Buddha Dhan Chakma placed the budget before the house. The budget comprised of the Supplementary Demand for Grants, 2012-13 and the Demand for grants, 2013-14.

In the Supplementary Demand for grants, 2012-13 Rs.1399.01 lakh has been allocated under Plan sector and Rs.268.00 lakh under Non-Plan sector which is inclusive of Rs.1249.01 lakh under NLCPR and Rs.150.00 lakh under SCA. The Revenue collection for the year 2012-13 was 60.93 lakh against a target of Rs.98.70 lakh.

A Budgetary allocation of Rs.3195.00 lakh under Non-plan sector and Rs.1537.00 lakh under Plan sector as normal Grant-in-aid was made for the Council by the State Government for the current fiscal year 2013-14. Out of the allocated amount, Rs.351.16 lakh shall go for the purpose of developmental schemes while rest of the amount shall go to meet payment for salaries.

The Hon’ble CEM, CADC in his budget speech pledged to put his best effort to increase the budgetary allocation as and when the size of the State Annual Plan get finalized by the Planning Commission. He also made a projection for local revenue target of Rs.66.49 lakh and a collection of an amount of Rs.25.01 lakh as Employees contribution in the CADC Employees Pension Fund.

The Budget Session was adjourned till 9th May.

Treasury to be set up at Kamalanagar

Kamalanagar, October 12, 2012: The long wait for a treasury at Kamalanagar, the headquarter of Chakma Autonomous District Council would soon be a thing of the past. The Finance Secretary to the Govt. of Mizoram, Pu Vanlalnghaka arrived Kamalanagar day before yesterday, to look into the temporary arrangement for setting up of the office and the provision for quarter to be provided by CADC.

The Finance Secretary was completely satisfied with the arrangement made by CADC. The demand for establishment of a Treasury at Kamalanagar has been a long one. Presently, all Government transactions of CADC have to be pursued through the Treasury at Lawngtlai, some 150 KM from Kamalanagar. A lot of the resources and time go into this process. Once the Treasury is set up, Government transaction within CADC area would switch to fast track course besides saving time and resources and the hassle of involving security personnel every time Government funds are drawn from Lawngtlai.

The Finance Secretary said, “It’s now just a matter of deciding the time to inaugurate the Treasury”. In addition to the Treasury, he also discussed regarding setting up of Branches of Mizoram Rural Bank at Longpuighat and Borapansury, work for which are under process, he said. Work for ground survey in this connection would soon be endorsed to CADC, he said.

The CEM, CADC Dangu Kali Kumar Tongchangya said setting up the Treasury would be a milestone achieved by the present Government at CADC besides many other landmarks dotting through the course of their current term.
