Aizawl, the 30th of September, 2020

Whereas, the Mizoram State Disaster Management Authority has reopened more activities in areas outside containment zones vide this Department’s Unlock 3.0 Order of even No. dated 31.08.2020, and the State Executive Committee, with the consent of the Chairman, State Disaster Management Authority, Mizoram, has decided to enhance the relaxation;

And whereas, the reopening of more activities will result in increased movement of people and hence, it is felt necessary to continue with the imposition of certain safeguards and measures for the containment of COVID- 19 outbreak thereby preventing its further spread;

Now therefore, the undersigned, in his capacity as the Chairman, State Executive Committee, and in exercise of the powers conferred by Section 22(2)(h) & 24(l) of the Disaster Management Act, 2005, hereby orders that the unlock measures appended hereto shall be implemented within Mizoram with effect from 00:00 hours of 01.10.2020 till 23:59 hours of 31.10.2020.

In pursuance of the decision of the meeting held on 22nd October, 2020 under the chairmanship of the Chief Secretary to Government of Mizoram & Chairman State Executive Committee of State Disaster Management Authority, Mizoram on observance of ‘COVID-19 No Tolerance Fortnight’ from 26.10.2020 to 09.11.2020, Action Plan for ‘COVID-19 No Tolerance Fortnight’ is hereby circulated for information and necessary action for all the responsible authorities listed therein.

Clarification on CADC’s status in dealing with Covid-19

Kamalanagar, 5 June, 2020: In the wake of damage being caused to the reputation of Chakma Autonomous District Council due to some people questioning the lack of activism on the part of CADC in the fight against Covid-19 it is being felt to dispel misgivings so created in the minds of the public.

First of all it has to be understood that CADC’s power and function are limited and defined, within the bound of which it exercises its power and function. As for the matter of dealing with containment of Covid-19, it is a subject matter of the State government by virtue of implementation of the Mizoram Epidemic Diseases (Covid-19) Regulations, 2020 and the Mizoram (Containment and Prevention of Covid-19) Ordinance, 2020. CADC cannot act on its whims and fancies disregarding the above mentioned regulations.

To be specific it has come to the cognizance of the CADC authority that question was being raised as to why CADC was not bearing responsibility to dispose waste of the quarantined centres at Kamalanagar when sanitation was its subject. It has been also pointed out that while LADC was rendering the service in the quarantine centres of Lawngtlai why CADC stayed away. It is being clarified that the district authorities who are the authorized persons as per the above regulations did not make any requisition for such service from CADC.

As regards to the question being raised as to why the staff of CADC being not engaged in the service of running the quarantine centres which has been the case in LADC, it is that no requisition for such requirement have been made by the authorized persons.

Notwithstanding the fact about CADC’s status with regards to dealing with Covid-19 pandemic, it has been putting effort to mitigate distress of people affected by the pandemic and coordinating with stakeholders in their effort for containment and prevention of spread of Covid-19.

The MDCs of CADC have been supporting the VLTFs of their constituencies with financial assistance since the beginning. Rs.50,000 was given to CYCA to help them manage the voluntary services in the fight against Covid-19. Subsequently, CADC has sponsored the NGOs to tour the villages of Indo-Bangla border to sensitize and motivate the VLTFs, for which Rs.1 lakh was sanctioned out of the Rs.20 lakhs set aside for Covid-19. CADC has listed the stranded migrant workers which were forwarded to Ministry of Labour and Employment and to the government of Mizoram for relief and to facilitate in evacuation. Rs.2000, to each stranded migrant workers, was sanctioned for transfer to their account as relief out of the Rs.20 lakhs. The stranded students were also listed to understand the scenario and to facilitate in their evacuation if necessary.

In order to facilitate the smooth return of persons currently stranded outside Mizoram, a Standard Operating Procedure for Returnrn of Permanent Residents of Mizoram Stranded Outside the State due to COVID-19 Lockdown, as appended herewith, is hereby circulated for information and guidance of all concerned.

Stranded Chakma Students to Report

Whereas, the countrywide lockdown due to Covid-19 continues to be extended and situation returning to normalcy immediately seems unlikely.

The Chakma Autonomous District Council felt it expedient to list the Chakma students from Mizoram stranded in different parts of the country due to the lockdown so that in case of emergency help extended by state government or central government can be facilitated.

SDO(C), Chawngte calls meeting on implementation of the Mizoram (Containment and Prevention of Covid-19) Ordinance, 2020

Kamalanagar, 04 May, 2020: Pu S. Kaptluanga, SDO(C), Chawngte in a meeting attended by representatives of CADC, Health Department, Police Department, Intelligence Department, local NGO leaders and VLTFs of Kamalanagar town area and Chawngte area called for implementation of the Mizoram (Containment and Prevention of Covid-19) Ordinance, 2020. The meeting also discussed restriction/prohibition to be observed during the 3rd stage lockdown announced by the government.
