New Quarantine Guidelines for Covid-19

NOTIFICATION

Consequent upon the imposition of mandatory quarantine upon all persons entering Mtzoram, except persons for short stay, vide order No.B13021/ 101/2020-DMR/Vol-III dated 09.04.2021, it is the considered view of the Government that institutional and community quarantine be operated afresh as some persons to undergo quarantine may not have suitable space at their residence for strict self monitoring. Meanwhile, considering the financial constraint faced by the Government and the austerity measures that have been taken, there are no more justifiable points to continue to bear all the expenses toward operation of quarantine. Hence, all expenses related to quarantine shall continue to be borne by the persons concerned until further orders.

CADC MNF legislature party meeting held on Covid situation in CADC

Kamalanagar, 20 April, 2021: Dg. Durjya Dhan Chakma, Chief Executive Member, CADC today called a meeting of the MNF legislature Party in his office to discuss measures on Covid situation in Chakma Autonomous District Council which has recorded spurt in covid positive cases in the last couple of days.

32 Covid positive cases have been reported in the last couple of days from within CADC most of whom belong to the village of Barkalak. The cases have emerged on a contact tracing hunt and the numbers are still counting. The situation has led the district authorities to moot for setting up of a Covid Care Centre at Kamalanagar with support of CADC.

Today’s meeting has been called to explore and identify source of fund to manage the current situation that is turning out to be critical day by day.

Dg. Durjya Dhan Chakma, CEM proposed for setting up of a CEM Relief Fund to address any kind of distress situation arising due to natural calamity like flood, fire, cyclone, pandemic, etc.

The meeting has formed a drafting committee to frame a draft guideline which shall govern the operation of the Fund. The CEM stated that outmost importance shall be ensured for transparency of the fund and all transaction shall be made public through the CADC website.

Till the CEM Relief Fund is set up it has been decided that Rs.10 Lakhs shall be disposed out MDC LAD Fund being contribution of Rs.50,000/- by each MDC.

It was also decided that CADC will bear the cost of civil supply ration for the current month for all the households under Barkalak village who are under great hardship and distress being not able to go out of their house while the contact tracing is on by the medical team.

In the meantime, in an order issued today by the Deputy Commissioner, Lawngtlai District, Barkalak village has been put under Containment Zone which restrict movement of people from and into the village till secondary contacts were being tested.

7-DAY LOCKDOWN COMES INTO FORCE IN AIZAWL, 10 OTHER DISTRICT HEADQUARTERS OF MIZORAM

Aizawl, Apr 20 (PTI) A seven-day lockdown has come into force from Tuesday in Aizawl and 10 other district headquarters of Mizoram to contain the spread of COVID-19.

Though the state government order issued on Monday night did not use the word “lockdown”, it said no resident in Aizawl municipal area and 10 other district headquarters should step out of their homes during the restriction period, which will remain effective from 4 am on April 20 to 4 am on April 26.

However, inter-village or intra-state movement is allowed with permission from the village or local-level task forces, it said.

The existing night curfew from 8.30 pm to 4 am in Aizawl and the 10 other district headquarters will be enforced more strictly.

As per the new guidelines, places of worship, educational institutions, parks, picnic spots, theatres, gymnasiums, community halls, restaurants and shopping complexes shall remain closed throughout the state during the period.

Shops selling essential commodities, flowers and construction materials have been allowed to remain open with permission from the village or local-level task forces, it said.

Also, petrol pumps, cold storages, bakeries and carpentry, steel fabrication, weaving and motor workshops have also been allowed to remain open, the notification said.

Board examinations and other recruitment examinations will be held as per schedule, it said.

The state government has said that at most 30 people can attend funerals and weddings.

However, other public functions such as birthday parties, anniversary celebrations and sporting events have been banned in all parts of the state.

Lengpui airport and inter-state borders will remain open and all returnees, barring those coming from states affected by coronavirus variant strains, will have to undergo seven-day home isolation if they test negative for the infection upon their arrival.

Those coming from abroad or COVID-19 variant strain- affected states will have to undergo institutional quarantine.

Quarantine is not mandatory for people visiting the state for a short duration (lesser than 96 hours) provided they possess COVID negative certificates.

Covid emergency meeting held at CEM office

Kamalanagar, 19 April, 2021: An emergency meeting on the alarming covid situation in Chakma Autonomous District Council triggered by spike in the number of covid positive cases was held today at the CADC Chief Executive Member office under the chairmanship of Dg. Durjya Dhan Chakma, CEM, CADC.

The meeting was attended by Pu S. Kaptluanga, SDO(C), Chawngte, MDCs of CADC, Dr. Arun Kumar, MO, CHC, Chawngte, Dr. Rinisha Chakma, MO, CHC, Chawngte, Dr. Ujana Chakma, Dr. Jyotir Moy Chakma, President, CYCA, Dgb. Monica Chakma, President, CMS, Dg. Jagadish Chakma, President, MCSU and officials of CADC.

Emergency meeting in progress on Covid-19 situation in CADC.

The meeting has been necessitated to evaluate the need for setting up of a Covid care facility at Kamalanagar due to emergence of many positive cases in the last three days mostly from Barkolok village, some 40 km from Kamalanagar.

The CEM, CADC in the meeting informed that the DC, Lawngtlai over telephone has requested him to evaluate the feasibility of setting up of a Covid care facility at Kamalanagar to supplement their effort in dealing with rising covid cases in CADC.

Pu S. Kaptluanga while supporting the need for a Covid care facility at Kamalanagar given the current prevailing situation he has stated that there will be huge involvement of cost beside the need to reinforce the present medical staff strength of CHC, Chawngte. He has said that a Covid care centre is no less than a mini hospital.

Dr. Rinisha Chakma and Dr. Ujana Chakma enlightened the meeting with the basic requirements in setting up of a covid care centre and how they are operated.

It was decided that if requisite medical personnel and medical supply including arrangement of ambulance can be provided by the state government the proposed covid care centre can be set up with support from CADC and public donation.

Dg. Durjya Dhan Chakma, CEM, CADC said that a CEM Relief Fund will be created to support the combat against Covid-19. He informed the meeting that a legislature party meeting will be called tomorrow to explore availability of fund from different sources.

Now, therefore, the Headmasters of all Middle/Primary Schools under Chakma Autonomous District Council are instructed to display the posters appended herewith on ‘Greeting without Physical Contact’ within and outside the school complexes to create awareness among scchool staff, students and parents/guardians.

Notification: Village Awareness campaign by LAD

I am directed to notify the concerned Village Council Presidents that a Village to Village Awareness Campaign within Kamalanagar Town area for containment of spread of COVID-19 Pandemic shall be conducted by Local Administration Department with effect from 20th December, 2020.

Therefore, all Local NGOs and Village Councils are requested to co-operate Local Administration Department during the program.
