Sanitation meeting yields effective strategy for a cleaner environment

Kamalanagar, September 23, 2023: A crucial meeting to address sanitation issues in the Kamalanagar town area was held today at the CADC Conference Hall and chaired by Dg. Lakkhan Chakma, Executive Member in charge of Local Administration Department (LAD). It was attended by Dg. Inglon Chakma, Local Administration Officer and his staff, representatives from various branches of the Young Chakma Association (YCA), and Village Councils within the Kamalanagar town area.

The meeting was called in pursuance of resolutions passed during the Executive Committee meeting of the CADC held on September 13, 2023, for devising effective strategies in managing garbage disposal within the Kamalanagar town area. Dg. Inglon Chakma, during the meeting, outlined the key resolutions and earnestly sought the cooperation of all stakeholders in implementing these measures.

One of the significant decisions made during the meeting was the assignment of responsibility for collecting the monthly sanitation fee from households to the Branch Young Chakma Association of each Village Council area. Notably, 20% of the total collected fee will be allocated to the respective YCA branch. The Kamalanagar-III branch YCA proposed an alternative approach, suggesting the collection of sanitation fees for a full six-month period upfront, rather than monthly collections, for the convenience of both residents and collectors. In response to this proposal, the meeting resolved to leave the decision on the mode of fee collection to the discretion of individual YCA branches, taking into account local circumstances. In cases where the YCA branch is unwilling to take this responsibility, it was decided that the Local Administration Department will engage deserving individuals by providing them with remuneration.

Amid discussions, concerns were raised about certain locations within the town that are inaccessible by vehicles, which may hinder garbage collection efforts. Dg. Lakkhan Chakma assured that appropriate measures would be taken to address this issue. Concerns were also raised regarding the deteriorating condition of public urinal sheds and latrines in certain locations, leading to unhygienic conditions and unpleasant odors. The Chairman informed that the concerned authority would conduct a thorough survey of the town area and take necessary actions, including repairs or dismantling, wherever it is deemed necessary. He also said that measures would be taken to place dustbins at various locations within the town.

The Chairman concluded the meeting by urging all stakeholders, including LAD staff, Village Councils, and branches of the Young Chakma Association, to join hands in the successful implementation of these resolutions.

CADC Executive Committee Meeting held; Session proceedings to be published in Chakma language and script

Kamalanagar, September 13, 2023: A meeting of the Executive Committee of the Chakma Autonomous District Council was held today at the CADC Conference Hall, Kamalanagar, chaired by Chief Executive Member Dg. Rasik Mohan Chakma. The meeting, attended by Executive Members and high-ranking CADC officials, focused on several crucial agenda items.

One of the notable decisions made during the meeting was to publish all future CADC session proceedings in the Chakma scripts and language. To facilitate this initiative, the Legislative Department will be equipped with a computer set.

The meeting also resolved to constitute separate Departmental Promotion Committees (DPCs) for general staff and school teaching staff to ensure systematic evaluation of promotional cases of eligible employees under the CADC.

In an effort to uphold sanitation standards within the town area, the committee introduced a structured schedule for garbage disposal and sanitation fees. The schedule designates specific days for disposal in different parts of the town, with sanitation fees fixed at Rs. 50 for Kamalanagar-III, Kamalanagar-II, Kamalanagar-IV, SSB Colony, Bajeisora, and Baganpara while the fee is fixed at Rs. 100 for Kamalanagar-I.

The Executive Committee also decided to lease out the CADC lake for a ten-year period, against an annual amount of at least Rs. 1.00 lakh which shall be incremented by 10% annually. Similarly, the CADC brick kiln will also be leased out against an amount of at least Rs. 3.00 lakhs, initially for a one-year period which may be extended as per requirement. It was also decided that room rent charges at all CADC Rest Houses for pensioners and senior citizens shall be at par with officials on duty. To avail this benefit, pensioners will be required to produce a pension card to be issued by the Finance and Account Department, CADC.

In exercise of powers conferred under Rule 30 of the Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules, 2002 and as amended from time to time, the Chief Executive Member of Chakma Autonomous District Council is pleased to allocate the portfolios among the members of the Executive Committee of the 11th Chakma Autonomous District Council as shown below with immediate effect.

Kamalanagar-III bags the first prize for being the most clean village

Kamalanagar, 6 March, 2022: Kamalanagar-III was adjudged the most clean village within Kamalanagar town area in the CEM’s Cleanliness Award programme held today at Kamalanagar-III Community Hall and bagged the first prize. Second prize and third prize went to Bajeisora and Kamalanagar-IV respectively. The programme has been organized by Chakma Mahila Samiti and it was sponsored by Local Administration Department, CADC.

This cleanliness award programme is the first of its kind in CADC’s history and was initiated in the year 2019 as formally announced then by Hon’ble CEM, CADC Dg. Rasik Mohan Chakma. The award could not be given immediately then due to the covid-19 pandemic situation. “This will be an annual affair”, the CEM said.

The CEM speaking today in the programme stated that Chakma Mahila Samiti was entrusted for assessing the worthy candidates for the award in recognition of the contribution of the mothers over generations for maintaining cleanliness of households while dismissing stereotype connected with this decision. “It is also the sincerity with which CMS pursue any task assigned to them that made them deserving of this responsibility”, the CEM said.

The CEM said that the idea for the award germinated in the mind of his better half while also giving credit to the inspiration due to the Swatchh Bharat Abhiyan programme of government of India.

“Cleanliness is all about making it a habit and who understands its value. It’s not about being rich or poor. I have come across people who earn a lot yet cleanliness is not valued by them while have seen poor families maintaining super cleanliness”, he said.

He also proposed that award for cleanliness for individual household should also be instituted.

Dg. H. Amaresh Chakma, Executive Member i/c LAD and the Guest of Honour of the programme proposed that the community can help meet the mounting burden of expenses of CADC authority in collecting and disposing garbage of households of Kamalanagar town area by paying reasonable charges for the service as is practiced in LADC and MADC. He also assured to issue order prohibiting discharge of septic tank content into river Toijong while acknowledging the seriousness of the matter raised by Dgb. Jyotsna Chakma, former President, CMS in her speech.

Dgb. Jyotsna Chakma hailed the initiative historic and emphasized the need for role of both the government and the public in this mission for a clean environment.

Dgb. Mandira Chakma, former President, CMS made a point that garbage generated in Chakma household is generally high on an average and hence, the need to ramp up the frequency of service of LAD for collection of garbage from households.

Dgb. Monika Chakma, President, CMS urged for maintaining general cleanliness while attributing it a character of a civilized race.

Meeting-cum-awareness campaign on prevention and control of fire held

Kamalanagar, 24 January, 2022: Meeting-cum-awareness campaign on prevention and control of forest fire was held today in the conference hall of CADC Rest House, Kamalanagar organized by Environment, Forest & Climate Change Department, CADC in collaboration with Young Chakma Association and TARUM.

Dg. Rasik Mohan Chakma, Chief Executive Member, CADC and Dg. Charan Singh Chakma, Executive Member, CADC attended the programme as Chief Guest and Guest of Honour. The programme was also attended by leaders of Kamalanagar town area village councils and local NGOs.

It has been decided that awareness campaign on prevention of forest fire & protection of water sources shall be jointly organized by the NGOs & concerned department. To give effect to the agendum local level committees will be constituted at every village with members of village council and NGOs.

The Committees shall oversee and ensure burning of Jhum on or before 15th of March, ensure fire line along the border of jhums to prevent spread of fire to forest areas, check fishing with chemicals, by electrocution and explosion, check dumping of garbage/waste products into water bodies and demarcate boundaries of catchment areas of water sources and VFDC gardens.

Domestic Cattle such as bulls/cows and buffaloes which cause pollution to water bodies will be strictly prohibited from entering them.

The Committee shall encourage residents for planting of seedlings in memory of one’s own parents to enhance greenery in the locality.

CADC Land Dispute & Settlement Advisory Board constituted

Kamalanagar, 28 May, 2021: Chakma Autonomous District Council Land Dispute and Settlement Advisory Board was constituted today with Dg. Lakhi Dhan Chakma, MDC as its Chairman and the Sr. Revenue Officer as the Member Secretary. The other members of the Board include the Revenue Officer, the Sr. Taxation Officer, the District Council Conservator of Forest, the Local Administration Officer, the Assistant Revenue Officers, the President, CYCA, the concerned VCP, Dg. Ranga Mohan Chakma, Sr. citizen and Dg. Madhu Mangal Chakma, Sr. citizen.

Land dispute cases deemed to be complicated will be referred to the Board for further investigation. The Board shall examine cases referred to it utilizing the services of any staff of Land Revenue & Settlement Department if necessary and shall have the right to access to any files required in connection with settling the land dispute. Its role shall be limited to recommend the Executive Committee based on its finding and final decision shall rest with the Executive Committee.

The Board will serve for a term of three years which can be dissolved earlier. It shall sit for a minimum of three times a year and the Chairman shall have the discretion to summon the Board at any time if and when felt necessary.
