Kamalanagar, March 5, 2024: Dg. Cheemala Siva Gopal Reddy, the Deputy Commissioner of Lawngtlai District came on a one-day visit to Kamalanagar today, the headquarters of CADC, where he was accorded a warm welcome at the CADC Rest House, Kamalanagar, by the staff of the various departments of CADC.
There he held a meeting with the Executive Secretary of CADC and the Heads of Departments. He expressed concern at the abysmally low literacy rate (46.38%) of the CADC area which stood in contrast to the healthy state average of 91.33%. The Education Officer informed him the reasons; foremost among them being the lack of infrastructure with 70% of the schools being in dilapidated condition, along with shortage of teachers and inadequate avenues for higher secondary studies especially in the science and commerce streams. He also highlighted certain socio-economic practices which hamper the education of the children, such as the tendency of the parents to withdraw their children from the schools during the harvest season.
The Deputy Commissioner also enquired about the output of the primary sectors such as agriculture, fishery, poultry etc. and welcomed suggestions on increasing the output of these sectors.
On the health sector he was informed that CADC has only two Primary Health Centres, one at Borapansury which operates on the PPP model and lacks adequate facilities, whereas the one at Longpuighat is yet to be operationalized. He was also concerned about the relatively low rate of vaccination in the area and sought the help of the local officials in convincing the people of the area to undertake the vaccination of their children in order to help them lead a healthier life.
The Court President & Recorder requested the Deputy Commissioner to arrange for legal training to the staff of the Law & Judicial Department.
The executive committee of CADC is pleased to invite bids in a sealed envelope for public auction to lease out the CADC Brick kiln located at Udalthana for the year 2023-24. Interested persons are invited to take part in the auction to be held on 18th October 2023 at 12:00 noon in the office chamber of the District Industry Officer, Chakma Autonomous District Council, Kamalanagar, Mizoram.

Kamalanagar, September 13, 2023: A meeting of the Executive Committee of the Chakma Autonomous District Council was held today at the CADC Conference Hall, Kamalanagar, chaired by Chief Executive Member Dg. Rasik Mohan Chakma. The meeting, attended by Executive Members and high-ranking CADC officials, focused on several crucial agenda items.
One of the notable decisions made during the meeting was to publish all future CADC session proceedings in the Chakma scripts and language. To facilitate this initiative, the Legislative Department will be equipped with a computer set.
The meeting also resolved to constitute separate Departmental Promotion Committees (DPCs) for general staff and school teaching staff to ensure systematic evaluation of promotional cases of eligible employees under the CADC.
In an effort to uphold sanitation standards within the town area, the committee introduced a structured schedule for garbage disposal and sanitation fees. The schedule designates specific days for disposal in different parts of the town, with sanitation fees fixed at Rs. 50 for Kamalanagar-III, Kamalanagar-II, Kamalanagar-IV, SSB Colony, Bajeisora, and Baganpara while the fee is fixed at Rs. 100 for Kamalanagar-I.
The Executive Committee also decided to lease out the CADC lake for a ten-year period, against an annual amount of at least Rs. 1.00 lakh which shall be incremented by 10% annually. Similarly, the CADC brick kiln will also be leased out against an amount of at least Rs. 3.00 lakhs, initially for a one-year period which may be extended as per requirement. It was also decided that room rent charges at all CADC Rest Houses for pensioners and senior citizens shall be at par with officials on duty. To avail this benefit, pensioners will be required to produce a pension card to be issued by the Finance and Account Department, CADC.

Kamalanagar, 26 February, 2023: A team of delegates from Japan International Cooperation Agency (JICA) headed by Dg. Akihito Sakurai who came from Lawngtlai yesterday interacted with various Head of Departments in a meeting organized by Chakma Autonomous District Council today in the Conference Hall of CADC Rest House, Kamalanagar. He was accompanied by Dr. Michiko Ebato, Co-Team Leader; Dr. Sanjay Verma, Dgb. Keiko Kani, Dg. Ryunosuke Ogawa, Dg. Dinesh Kumar and Dg. Shalabh P. Bharadwaj.

A Souvenir of CADC Golden Jubilee, Notebook and a Calendar of CADC was presented to all the visiting members as a token of gift from CADC.
Dg. Pronit Bikash Chakma while welcoming the visiting team members expressed his happiness for their visit to Kamalanagar and their keen interest towards CADC and its people. He informed that this visit to CADC from International Agency like JICA is the first of its kind as CADC is one of the remotest and underdeveloped part of the country. He gave a brief report on CADC and appraised many challenges which bar the path for its development. He mentioned that only a meagre amount is left from the non-salary component meant for development which is not even enough for the maintenance of Offices is one of the reasons that CADC is lagging behind in every spheres. With the visit of the JICA team, the people of CADC not only will be beneficial but also certain structural development like roads will take place even though it is still at rudimentary stage to say, he added.
People will earn permanent livelihood through alternative source of income other than jhum cultivation when certain projects under JICA will be taken up in the time to come, he further added.
Dg. Akihito Sakurai informed that the purpose of their visit to Kamalanagar is to study and access the conditions for conservation of forest and its biodiversity within CADC area and the feasibility of projects under JICA in CADC. He invited all to share their views on the subjects accordingly. After which a round of interaction with the team members was held with respective Head of Departments.
Dg. Bimbisar Dewan presented a report on climate, forest cover and its types, vegetation, demography, socio-economic life of the people and bio-graphical importance of forest in CADC area. He mentioned that the area of CADC is comparatively small with an area of 686.25 sq. km, from which approximately 76% is forestland but, due to lack of alternative source of income majority of the population depend on jhum cultivation for their livelihood. Out of 15, 572 families (as per Village Population Register, 2022), more than 70% of the families depends on jhum cultivation and agricultural activities for their permanent livelihood.
Dg. Prabin Chakma while explaining mentioned that a project on Bamboo Plantation in the wasteland area outside Indo-Bangla Border Fencing in the western part of CADC was submitted to the Finance Commission sometime back, but the project never materialized and hence no such project on forest conservation was made again.
However, he mentioned that with the increasing population, some are eying the virgin forest in the catchment area of Palenosora, which is the only source of water left to feed the populace of Kamalanagar town area. He also mentioned, earlier, the sound of the flow of water in the rivers of the nearby area can be heard from a distant place but, now the amount of water that flows decreased so much that it has left to nothing in some parts. From this we can deduce that the forest is massively damaged though without any reliable data, he added.
Dg. Buddhankur Chakma explained about the financial status of CADC and how some Department in CADC is left to skeleton due to lack of fund and project. He mentioned that it is true that Soil & Water Conservation Department has scope to contribute for conservation of soil and water but, due to lack of fund it is simply an idle department.
He thanked Young Chakma Association (YCA), a community-based organization and Tharum, a forest-based organization for their endeavours in protecting and preserving the forest in CADC. Both the organizations support the authority as and when necessary, he added.
The meeting was concluded with a vote of thanks proposed by Prabin Chakma.
After which the team went to visit the Central Nursery at Sadarasora. They will leave for Aizawl today.
The visit to CADC was a part of their field visit to different districts of Mizoram including 3 Autonomous District Councils namely Chakma, Lai and Mara Autonomous District Council of Mizoram.
Kamalanagar, 04 May, 2022: Oil palm farmers from around Kamalanagar town area were distributed tools and implements in a programme organized by ICAR – Indian Institute of Oil Palm Research, Pedavegi and Department of Agriculture, Mizoram at CADC Rest House Conference Hall.
Pu R. Vanlalchhuanga, Dy. Director, Agriculture Department, Mizoram Government, Dr. Ravi Chandran G., Scientist, ICAR, Dr. Somasundaram G., Scientist, ICAR and Mr. Tapas Kumar Tripathy, Mizoram State Head, Ruchi Soya attended the programme as resource persons.
The programme is first of its kind attended by scientists from ICAR – Indian Institute of Oil Palm Research, Pedavegi. Three villages from Mizoram namely Kamalanagar-II, Bungtlang South and Marpara South have been selected for this programme.
The resource persons have stated that the oil palm farmers in Mizoram have been facing problem with selling of their produce due to lack of road communication in many parts of the state which they said will be addressed at the earliest.
The farmers were encouraged to share their problems and needs so that they can be addressed.
It has been said that number of collection centres will be increased and a factory will be set up here in CADC area as the central government have launch a new Mission on Oil Palm known as the National Mission on Edible Oils – Oil Palm (NMEO-OP) with special focus on the north east region.
The farmers were distributed tools for pruning and harvesting which cost more than Rs.7000 and motorized grass cutter for weeding which costs Rs.22,000. The farmers demanded for supply of fertilizers and PVC pipes for irrigation.
The resource persons have said that in the coming days training and workshops will be arranged for the benefit of the farmers.
Kamalanagar, 15 November, 2021: The Brick Factory set up at Udalthana-I by Industry Department of Chakma Autonomous District Council was inaugurated today by Dg. Rasik Mohan Chakma, Chief Executive Member, CADC in the presence of his colleague Executive Members, MDCs, CADC officials and village council leaders of Udalthana-I and Udalthana-II. Dg. Lakkhan Chakma, EM, CADC and Dg. Onish Moy Chakma, EM, CADC graced the occasion as guest of honour.
The brick kiln constructed at an estimated cost of Rs.70,16,500/-, funded out of additional Grant-in-Aid Fund, 2019-2020 has a capacity to produce about 5 lakhs of bricks in one go per month. It has a 98 feet high chimney. Kneading of soil and casting of bricks is being done by a machine bought at a cost of about Rs.10 lakhs which has a production rate of 18 bricks per minute.
The completion of the brick kiln has been delayed by about a year due to the Covid-19 pandemic.
Dg. Rasik Mohan Chakma hailed the setting up of the brick factory a milestone achievement for CADC with revenue generation capacity of not less than Rs.1 crore per year beside providing opportunities for employment. While stating it as CADC’s first venture in small scale industry he made a point that government job cannot address unemployment crisis but setting up industries and skilling people can.
“We have plan to supply bricks to other parts of Mizoram in the coming days”, he said with euphoria.
“The bricks locally available now are of sub-standard quality and the setting up of the brick kiln is to produce quality bricks at affordable rate”, he said.
“Problem of bad road condition within CADC can be a thing of the past with sufficient production of bricks as we will seek to address it by brick soling the road surface”.
Dg. Lakkhan Chakma, Executive Member, CADC who have had held the Industry Department till recently and during whose stint most of the works of the project were completed, while taking pride in the successful completion of the project appreciated the hard work put by all in the Industry Department especially Dg. Hriday Chakma, the District Industry Officer. However, he cautioned that more than setting up an asset what is more important is its management. He reposed hope and confidence in his colleague Dg. Onish Moy Chakma, EM who have succeeded him being in-charge of the department now.
