Monsoon Session of CADC started; Regular full Budget presented

Kamalanagar, 16 August, 2019: The regular Budget of CADC for the current financial year was presented today in the first sitting of the Monsoon Session, 2019 for an amount of Rs.95,28,98,000/-. The first four months of the current financial year had to be transacted on Vote On Accounts as regular full budget could not be passed due to election model code of conduct coming into force following announcement of Lok Sabha election.

Of the allocated budget figure of Rs.95,28,98,000/- the amount earmarked for salary is Rs.88,15,62,000/- which 93% of total revenue account. The remaining 7% is meant for administrative costs and minor works for development purpose.

The salary estimated in the expenditure head of the budget accounts for a salary deficit of Rs.11,49,23,000/-. The CEM, CADC Dg. Rasik Mohan Chakma in his budget speech stated that representation to the state government has been made for additional fund to meet the deficit in salary.

To meet the ever increasing payment towards pension of retired employees Rs.6,78,02,260/- has been contributed by CADC to the Employees Pension Fund out of normal Grant-in-Aid, State Finance Commission Grants Fund, 2018-19, the CEM said in his speech while stating that as many as 25 number of employees are retiring from service in the current financial year.
The Budget allocated a larger share of the meager amount left for developmental works towards reviving the schools that has remained neglected.

Today’s sitting also show an official resolution being moved by CEM, CADC on appointment of Group A and Group B Officers of CADC. The resolution sought to appoint as many as 19 numbers of officers during 2019-20 under different departments.

The CEM, CADC also introduced a bill seeking to legislate the CADC (Land and Revenue) Rules, 2019 under powers conferred by section 21 of CADC (Land and Revenue) Act, 2002.

The Question Hours of the sitting answered five unstarred questions put by different members of the opposition bench.

Re-constitution of Scrutinizing Committee of service records and pay fixation

CADC Full Budget, 2017-18 Passed

Kamalanagar, 22 March 2017: Dg. Kali Kumar Tongchangya, CEM, CADC presented the full Budget Estimates for the financial year 2017-18 in the third sitting of the Session held on 20th March 2017 for an earmarked allocation of Rs.2001.67 lakh under state planning and Rs5373.90 lakh under Mizoram Finace Commission (MFC) Grants.

Besides, Rs.141.82 lakh was earmarked as Village Council Remuneration under MFC Grants. The Budget was passed on fourth sitting held on 23/3/2017.

CADC Budget Session 2017-2018 Underway

Kamalanagar, 15 March 2017: Chakma Autonomous District Council Budget Session 2017-18 is underway which started on 15/3/2017.
The first sitting witnessed one starred question and two unstarred questions. The first question put by Dg. H. Amaresh Chakma, MDC addressed to the Executive Member i/c Forest & Environment Dg. Susen Chakma enquired regarding the appointment of Mahalder for collection of broom stick for 2016 and revenue proceeds thereof.

CADC Budget Session

Kamalanagar, 12 March 2017: The first sitting of CADC Budget Session 2017-18 will start from 15/3/2017. Besides the tabling and discussion of questions, a official amendment bill “CADC (Salaries, Allowances and Pension of Members) Rules, 2003 (Fourth amendment) Rules 2017 will be introduced.

Chakma Council Passed Budget on Vote on Account (2016-17)

Kamalanagar, 17 July, 2015: The Monsoon session of Chakma Autonomous District Council which started on 15th concluded today. The sitting discussed and voted the Vote on Account on estimate of expenditure for the period upto October, 2015.

The Vote on Account presented on the first sitting on 15th made an estimate for an expenditure of Rs.981.71 Lakh and Rs.1751.83 Lakh under plan and non-plan sector respectively. A lion share of the estimate of Rs.2658.87 Lakh is for payment of salary to staff. Only a meager Rs.74.67 Lakh is left for disposal to take up administrative and developmental activities. Chakma Council Monsoon Session Starts

Kamalanagar, 15 July, 2015: The first session of the 9th Chakma Autonomous District Council for the current fiscal year started today. The full budget could not be presented because of non-receipt of budgetary allocation from the state Government in full. The CEM, CADC opted for a Vote on Account on estimates of expenditure for the period April to October’ 2015 for plan sector and for the period June to October’ 2015 for Non-plan sector. CEM, CADC Met Chief Manager, SBI Regional Office, Aizawl

 Kamalanagar, 14 July 2016: The CEM, CADC Dg. Kali Kumar Tongchangya met the Chief Manager, SBI Regional Office regarding the deplorable services of the SBI Branch, Chawngte.

The Chief Manager confirmed about the letter from CADC wherein various issues relating to the services provided by their Branch at Kamalanagar were raised for redress. He informed that on receipt of the letter he proceeded for Kamalanagar but had to return from Mualbu where his vehicle got stuck in the mud. He said he felt very sorry that he almost reached Kamalanagar but yet he did not make it because of the road condition. The CEM was told that all the point raised in the letter were seriously taken and accordingly measures have been initiated. He asked to report again if services don’t get improved. Continue reading

Chakma Council Budget Session 2016-17 Starts

Kamalanagar, 14 March 2016: Chakma Autonomous District Council today sat for the first sitting of the Budget Session 2016-17. The sitting discussed two unstarred questions and two starred questions. CADC Full Budget Passed; CADC (Employees Pension Fund) Rules, 2015 Referred to Select Committee

Kamalanagar, 16 November: The CADC Full Budget 2015-16 was discussed and passed today in the third sitting of the Winter Session. The Budget was introduced in the first sitting of the Session held last Thursday by the House leader Dangu Kali Kumar Tongchagya, CEM, CADC.

The budget was earmarked by the state government for an amount of Rs.3860.00 Lakh under Non-plan and Rs.1921.33 Lakh under Plan as Normal Grant-in-aid. The projected Local Receipts is Rs.83.55 Lakh. The estimated expenditure of the Budget is Rs.4640.77 Lakh under Non-plan, Rs.2218.94 Lakh under Plan and Rs.83.55 under Local Receipt Fund which sums up to Rs.6943.26. Under the given circumstances there is a net budget deficit of Rs.1078.38 Lakh; Rs.780.77 Lakh under Non-plan and Rs.297.61 Lakh under Plan. The Budget deficit is hoped to be met out of Additional Grant on the approval of Revised Estimate 2015-16 in the later part of the fiscal year. Continue reading
