Guidelines for Extension of Lockdown in AMC and other areas

Aizawl, the 29th of May, 2021

ORDER

Whereas an Order for extension of lockdown in Aizawl Municipal Corporation (AMC) area and District Headquarters till 31.05.2021 had been issued by the Mizoram State Disaster Management Authority vide Order of even number dated 22.05.2021;

And whereas, the majority of cases detected in the recent days have been from AMC area, the Competent Authority has decided that the imposition of lockdown for a further period of 7 (seven) days is necessary in AMC area to prevent further escalation of cases and overburdening of health care facilities;

And whereas, it is decided to continue restriction on certain activities throughout the State to contain the spread of COVID-19, it is also decided to empower the District Disaster Management Authorities to issue specific orders based on the local needs so as to alleviate the hardship faced by the general public in places other than AMC area;

Now therefore, the undersigned in his capacity as Chairman, State Executive Committee of Mizoram State Disaster Management Authority in exercise of the powers conferred under Section 22(h) and 24(l) of the Disaster Management Act, 2005 hereby directs that the guidelines annexed hereto shall be in force with effect from 04:00 hours of 31.05.2021 till 04:00 hours of 07.06.2021.

In pursuance of the decision taken by the Executive Committee in its meeting held on 24/05/2021, the Executive Committee of Chakma Autonomous District Council is pleased to constitute a committee on utilization of Chief Executive Member Relief Fund (CEMRF) for Covid-19 with the following members with immediate effect and until further order.

CEM Relief Fund constituted

Kamalanagar, 24 May, 2021: In view of the unabated rise in cases of covid patients, a clear indication of community spread, in Chakma Autonomous District Council particularly within Kamalanagar town area the Executive Committee, Chakma Autonomous District Council today held a meeting in the office chamber of CEM, CADC to take stock of the situation and to discuss intervention thereof.

Dg. Durjya Dhan Chakma, CEM, CADC chaired the meeting and was attended by his colleague Executive Members and Executive Secretary, CADC.

The meeting constituted the much-needed CEMโ€™s Relief Fund to provide assistance in times of disaster and natural calamity. The urgent need to constitute the Fund has been felt in the wake of fund constraint being faced to run the growing number of Covid Care Centres and Quarantine Centres that are being added with increasing number of covid positive cases.

As of today there are five Covid Care Centres and one quarantine centre.

The Fund will be managed by a Committee constituted with the CEM, CADC as Chairman, the Executive Secretary, CADC as Member Secretary, LAO, Sr.FAO, I&PRO and President, CYCA CADC as Members.

Guideline regulating the fund have been formulated and it shall be notified later on. A bank account will be opened in the SBI Chawngte Branch at the earliest for the Fund. Public donation, be it from individuals, Organizations, Trusts, Companies and Institutions will be accepted and receipt will be issued for each and every contribution received and the detail of the account will be made accessible online through the official website of CADC โ€“ cadc.gov.in.

It has also been decided that budgetary allocation will be made for the fund subject to availability of resources in the council.

Contribution to the fund has been inaugurated in the meeting itself with the Executive Committee deciding to set aside Rs.50,000/- out of MDC LAD Fund of each of the twenty MDC which shall amount to Rs.10 Lakhs.

The CEM, CADC Dg. Durjya Dhan Chakma stated that contribution to the fund shall be sought from institutions like SBI, HUDCO, LIC, etc.

In addition, the meeting also discussed on the pattern of funding to the three ADCs of Mizoram. Fund sharing between the three ADCs is determined based on certain criteria like population, area, distance from Aizawl to the concerned District Council Headquarter, literacy rate and number of electrified villages as reflected in the 1st Mizoram Finance Commission Report.

Comparative study of allocation of fund to the three ADCs in the last seven years revealed that the criteria for sharing of fund among the three ADCs has not been maintained.

The meeting decided that the matter will be brought to the notice of the Mizoram Government and the Second Mizoram Finance Commission for necessary course correction. The meeting also observed that the two criteria โ€“ literacy and number of electrified villages seemed to be flawed and unreasonable which should instead be illiteracy and number of unelectrified villages.

It was also decided that โ€˜distance from district headquartersโ€™ shall be pursued for inclusion as a new criteria which is the direct bearing on CADCs budget.

Curfew Order

In view of the continuous spike in Covid-19 positive cases in Chawngte (C) has become an alarming issue,ย Total Curfewย has been announced in Chawngte (C) with effect from 7:00 PM of 20th May, 2021 till 6:00AM of 31st May 2021 by the Sub-Divisional Magistrate of Chawngte.

CADC CEM takes stock of Kamalanagar Covid-19 situation; provides financial assistance to VLTFs & Covid Care Centres

Kamalanagar, 13 May, 2021: Chief Executive Member Dg. Durjya Dhan Chakma and two of his colleagues โ€“ Dg. H. Amaresh Chakma and Dg. Uday Tongchangya โ€“ both Executive Members, today took a visit around Kamalanagar town and its surrounding areas to take a stock of ongoing Covid-19 situation. The team stopped at each check-gates and handed over Rs. 5,000 as financial assistances to each VLTF for taking measures to mitigate the Covid-19 within their areas. The financial assistance was allocated from the โ€œCADC COVID-19 Fundโ€, which has been raised through contributions from generous individuals, MDCs and local MLA Dr Buddha Dhan Chakma.

The CEM interacted with VLTF members and enquired about the overall situation within their areas, number of confirmed Covid-19 cases, their recovery status; whether their civil supply rations reached regularly or not, and whether any household was running out of rations. He assured them all possible help as and when needed, and urged the VLTF to keep him informed of the situation within their respective areas from time to time.

An amount of Rs. 50,000 was equally distributed among the VLTFs of following localitiesโ€“ Kamalanagar-I, Kamalanagar-II, Kamalanagar-III, Kamalanagar-IV, Kamalanagar-V, Kamalanagar-VI, Aratinagar, Saizawh-West, Bajeisora, and Baganpara.

Financial assistance of Rs. 25,000 each was also provided to: 1. Covid Care Centre, Kamalanagar; 2. Covid Care Centre, Borapansury; 3. Community Covid Care Centre, Longpuighat; and 4. Community Covid Care Centre, Damdep-I.
The team also visited the Covid Care Centre, Kamalanagar, to see the arrangements first-hand. While interacting with the medical staff and volunteers on duty, the CEM took note of the caseload, recovery status, number of patients admitted/ discharged, and also enquired the availability of requisite medical equipment. He praised the medical team and volunteers for their efforts, indomitable spirit and dedicated service in the war against Covid-19.

ORDER

Whereas, the Mizoram State Disaster Management Authority has issued an order for the prevention and containment of further surge of COVID-19 outbreak vide Order of even No. dated 03.05.2021;

And whereas, due to increasing number of COVID-19 cases it is felt necessary to impose more restrictions on movement of people and certain activities to control and prevent further spread of COVID-19, the competent authority has decided to enforce Total Lockdown from 4:00 AM of 10.05.2021 to 4:00 AM of 17.05.2021;

Therefore, the undersigned in his capacity as Chairman, State Executive Committee, and in exercise of the powers conferred under Section 22(2)(h) & 24(l) of the Disaster Management Act, 2005 hereby orders that the guidelines appended hereto shall be strictly implemented with effect from 4:00 AM of 10.05.2021 till 4:00 AM of 17.05.2021.

Extension of Containment Zone order up to 30/04/2021

As per the report of the Medical Team and their advice order dated 17/04/2021 is hereby extended upto 30th April 2021 (6:00PM) to ease tracing of Primary Contact and Secondary Contact in Borkolok, Karlui, Betbonya and Vaseikai.

Covid-19 Containment Order dt. 24/04/2021

Aizawl, the 24th of April, 2021

ORDER

In view of the evolving situation of COVID-19 second wave, the Mizoram State Disaster Management Authority has decided to take all possible measures with greater efforts for the prevention and containment of COVID-19 second wave for the safety of the general public.

Meanwhile, considering the extant guidelines laid down for the prevention and containment of the disease outbreak vis-ร -vis the trend of the disease transmission and the case detection rate, it is also the considered view of the competent authority to continue with the current restrictions on peopleโ€™s movement and activities, except essential services, for expeditious and efficient testing, tracking and treatment of COVID-19 positive patients and to scale up immunization. Therefore, the undersigned, in his capacity as Chairman, State Executive Committee, and in exercise of the powers conferred under Section 22(2)(h) & 24(l) of the Disaster Management Act, 2005 hereby orders that the extant guidelines conveyed vide Order of even No. dated 19.04.2021 with slight modification as appended hereto shall remain in force till 4:00 AM of 03.05.2021.

Kamalanagar and surrounding areas declared Containment Zone

In order to contain the further outbreak of Covid-19 within Kamalanagar Town and aid contact tracing, the District Magistrate of Lawngtlai has declared Kamalanagar and surrounding areas including Bajeisora, Baganpara, Arotinagar, Saizawh ‘W’ & Nalbonya as Containment Zone, w.e.f. 23/04/2021 5:00 PM to 26/04/2021 5:00 AM.
