Kamalanagar, 20 April 2017: Dg. Santosh Chakma, President, CDCTA while speaking on the 12th Chakma District Council Employees Association General Conference suggested to refer any request for promotion/pay up-gradation to the two Employees Associations of CADC to avoid acquiescing out of political compulsion. The proposal was made with reference to an advice to the employees in general by Dg. Amit Kumar Chakma, i/c CEM, CADC to refrain from making request for undue/underserved promotion.
The CDCEA conducted its 12th General Conference from 20th to 22nd April and elected a new Executive Body. Dg. Amit Kumar Chakma i/c CEM, CADC and Dg. Dayal Chandra Chakma, Chairman, CADC graced the occasion as its Chief Guest and Guest of Honour respectively.
Dg. Pronit Bikash Chakma, GS, CDCEA presented the general activity report and financial report for three years, 2014-2015 to 2016-2017. The financial report gave an account for a total expenditure of Rs.22,09,500.00 against a receipt of Rs.23,81,057.00.
The activity report highlighted the achievements made during the term of the outgoing body. The construction of the 1st floor of the CDCEA office building was completed during the current term. The rate of membership fee and monthly subscription fee have been enhanced from Rs.20 to Rs.50 with assuming of office by the outgoing body. The activity report highlighted how the association rendered services for the welfare of the employees with regards to pursuing of PRSS, drafting of CADC service Rule, CADC Recruitment Rule and Employees Pension Contributory Fund Rule, availing of HUDCO loan, extending financial assistance for various social causes, etc.
The association which got registered under Societies Registration Act, 1860 in 1992 had to regularize many formalities. This was necessitated with repealing of the SR Act 1860 and enactment of the Mizoram Societies Registration Act, 2005, said Dg. Pronit Bikash Chakma. Accordingly the outgoing body submitted annual report from 2006 to 2016, submitted list of members of the Body from 2006 to 2016, audited accounts for the said period from a certified Chartered Accountant and got the By-law of the Association certified by the office of Registrar Firm & Societies.
Official resolutions for enhancement of death gratuity from Rs.100 to Rs.500 and enhancement of pension gratuity to retired employees were moved on the first day. Proposal for amendment of the By-law was invited to regularize its provisions with the MSR Act 2005.
17 employees who retired during the term were honoured with mementoes in the Conference.
The Conference adopted the following resolutions:
* DG/Pension gratuity contribution for regular employees will be Rs.500.
* DG/Pension gratuity contribution for MR/Fixed Pay staff will be Rs.300 and will receive benefit accordingly.
* CDCEA account will be operated jointly by the GS and Treasurer duly countersigned by the President.
* For new appointment administrative approval letter from the state govt. will be supplied to CDCEA by the ES, CADC.
* Undue promotion/pay up-gradation of CADC employees be stopped.
* Enrolment in CDCEA for new employees be done after 3 years.
By-Law will be amended to conform with the requirement of the MSR Act 2005. In addition an amendment was passed which authorize the CDCEA to submit a memorandum to CADC authority in the instance of undue promotion/pay-upgradation.
