Amit Kumar Chakma sworn-in as new CEM, CADC

Kamalanagar, November 9, 2017: Dg. Amit Kumar Chakma, MDC was sworn-in as Chief Executive Member, Chakma Autonomous District Council today following the approval received from the Governor, Mizoram on his stake of claim to the office of the CEM.

The Governor approved his claim for appointment to the post of CEM on 3rd November 2017 after about four months. The appointment was withheld by His Excellency on the ground that enquiry into allegation of maladministration and illegalities in the District Council was underway. Earlier, the CADC was put under Governorโ€™s rule since 4th July 2017.

The oath of office and secrecy was administered by the Court President & Recorder, CADC entrusted by the Deputy Commissioner, Lawngtlai District.

Dg. Amit Kumar Chakma is the fourth CEM of the 9th District Council preceded by Kali Kumar Tongchangya, Buddhalila Chakma and Dr. Buddha Dhan Chakma.
Dg. Kali Kumar Tongchangya, the chief of the previous Executive Committee lost confidence of the House in a floor test conducted on 10th July 2017 under the instruction of the Governor, Mizoram. The Governor ordered for a floor test following constitutional breakdown in the functioning of the Council caused by the resignation of four Executive Members out of eight from the Executive Committee.

Amit Kumar Chakma who was also elected as leader of the Congress Legislature Party of CADC on the day the floor test was conducted, staked claim to the office of the CEM before the Governor but the Governor withheld the appointment subject to the enquiry into allegation of maladministration and illegalities in the District Council that was underway.

Aggrieved by the Governorโ€™s decision to withhold the appointment, petition was filed with the Gauhati High Court, Aizawl Bench and after about two months the Court ruled to appoint the CEM without further delay.

Dg. Amit Kumar Chakma was elected to the 9th CADC from the 15-Rengkashya MDC Constituency. It is his first term as MDC. He is the 11th CEM of CADC.
