Kamalanagar, 14 March 2016: Chakma Autonomous District Council today sat for the first sitting of the Budget Session 2016-17. The sitting discussed two unstarred questions and two starred questions. Two officials Bills namely CADC Group A & B Gazetted Service Ruleโ 2016 and CADC Group B Non-Gazetted Post C & D Service Ruleโ 2016 were introduced by the House Leader Dangu Kali Kumar Tongchangya, CEM, CADC.
The discussion highlighted about 193 numbers of CADC employees getting benefitted by HUDCO loan borrowed by CADC. A total of Rs.12.00 crore was borrowed. Dangu Kali Kumar Tongchangya CEM, CADC while making a reply said that more loans shall be availed to benefit many more.
In a reply to a query the CEM, CADC said that the Kamalanagar helipad is owned and maintained by CADC. He remarked, it may be the only helipad in Mizoram being used for helicopter service which does not belong to the military. He further explained there is no monetary benefit for CADC. However, the service has helped the people of CADC to reach Aizawl in half an hour in times of medical and other emergencies.
There was another query on the status of Primary Health Centre at Barapansury being run on Private-Public partnership to which CADC is a partner to Govt. of Mizoram. The hospital started without bed facility. Today, about 10 patients can be admitted at a time. It has one doctor, four staff nurses, two lab-technicians and 6 fourth grades. The CEM, CADC happy at the success of the joint venture announced similar efforts are being tried for replication at Longpuighat the next populous town in CADC.
The Executive Member in-charge Revenue made announcement while replying a query that digitalization of CADC land record is underway which shall be completed in 3 months time.
The session was adjourned till 23 March 2016 to give enough time for study of the two Bills introduced today. It will be a landmark moment for CADC if the said Bills get the nods of the Session. It has been more than 42 years since CADC was created under the Sixth Schedule to the Constitution of India and till today we have been running the CADC office with the help of Central Service Rule.
